I know it would probably be difficult to do, but something to bring up some attention would be to do a halloween event for the server. I don't really have any ideas as to what to do but I'm sure you guys can discuss that.

That sounds like a good idea, but as you have stated before we have little to no ideas.

Maybe find a Halloween based addon, or perhaps add a script for this?
Or maybe even do a gamemode change for this occasion

Just decorate the map with props (pumpkins, bats, etc), and maybe change the forum theme temporarily.
